Ground Assessment of Humanitarian Daily Ration Operations In Afghanistan (2001):

As Reported in the international Media including the Boston Globe, FOX News, National Public Radio and others, a Partners International Foundation Humanitarian Assistance and Assessment Team travelled to Afghanistan and completed what is recognized as the first and only known objective "ground" assessment of the United States Department of Defense's program to air drop Humanitarian Daily Rations (HDR)to feed displaced persons.  The assessment revealed critical issues with the current strategy of feeding using high altitude airdrop of Humanitarian Daily Rations (HDRs).
