HASE 2008 Workshop 1 was held at the Kofi Annan International Peacekeeping Training Center in Ghana in January. It was a tremendous success and produced the initial draft of the Capital Analysis and Performance Strategy (CAPS) and a specific request by WHO to investigate using deploying CAPS in a West African Country as a proof of concept. The CAPS is also a deliberate planning strategy applicable to development (non-crisis). Although the CAPS evolved using a Health Sector context, it can be generically applied across the spectrum of humanitarian response and complex emergencies in health and non-health domains. In its final state the CAPS will be executable across the humanitarian continuum from development to complex emergency response as a means to establish, support, and maintain sustainable livelihoods and development. Even in its current state of development the CAPS eliminates the need for separate deliberate and crisis planning activities at the local, regional, national, and international levels Additional information about CAPS is available in the CAPS (Our Strategy) section of this website.
